This is the antichrist vision.
Man building his own earthly kingdom without God.
It's hell on earth.

God loves everybody, even those who don't know Him yet, and He can use events to turn people to Him.

But if we resist too long, there comes a point where He stops trying.

An atheist may be a believer who just doesn't know it yet.

But if He has become antichrist and actually hates Christ and the gospel then he is certainly outside of God's blessings and protection.

Generally that's just an excuse or a ruse to get people to accept the war. Those who really want war generally don't even consider God.
