If you just mean an electric hot water heater, it's not so hard. I've done it and any professional handyman should be able to do it.

But generally a "boiler" is for circulating very hot water under high pressure through a system of radiators.

It's not all that much more complicated but it is a lot more important that it be done right. If it's for radiators then you need a real professional.
