No Autoexec.bat with Windows XP...

I'm using Windows XP. I want to set-up my old Family program, "Home Arc". Not because I want to get in the word...hee, hee, but I want to help to find pubs when folks ask for them.
So, the problem: Windows XP doesn't have an "auto exec bat", right?
To use the Home Arc, there is a program called "Memctrl.com" that needs to be written on the "autoexec.bat" to make it work.
The whole program set-up alright, but it won't open the files because "Memctrl" isn't there.
Anyone, can you help? Please note... I'm NOT computer savvy... so simple tips are best.
