The command you are referring to is "dir" (directory).
So if you are on the right drive and you type "dir" and hit "enter" you should get the directory.
However after booting from a floppy there is a virtual drive created that holds the system files and that puts all the drive letter off by one.
So the disk drive is likely to be "e" instead of "d".
Normally during the boot up process when booting from a floppy, windows will display a message showing which drive is the CD drive.
But if you don't see the message, start with D.
Type "D:" and hit enter
then type "dir" and hit enter
If the list of files you see contains the windows files then you are on the right drive.
If the list doesn't contain the windows files then type "E:" and hit enter
and then type "dir" and hit enter
Once you have found the right directory, all you have to do is type the command to start setup.
I can't remember if it is "setup" or "install" but one or the other should do it.
