I will only answer this as if it were my kids, but I can assume you have already probably tried some of these things.

First, find out the why to not wanting to wear sunscreen, does it feel yucky on his skin, is it a trip, like, he wants to get tanned, is it not the "in" thing for his age group?

Second, I would educate him about the dangers so he can know from an outside source why it's important to protect himself, the dangers of cancer, how children are most at risk for it, etc. This is how I always handle my kids, I always teach them about it from some source I can get my hands on.

If that doesn't work, perhaps making some deal with him, "If you do it for a month, I'll give you $5." or something? And if all else fails, at least try to get him to keep on a t-shirt, a hat and some protective sunglasses.

But give another sunscreen a try, maybe the natural one will feel better on his skin? My kids don't like sunscreen cause of the feel of it, but then, they hate being burnt more.
