I was under the impression that it was much more litteral and for the time after the crucifiction while the Romans were in town stringing everybody up who hadn't fled into the wilderness and/or 'come down off the rooftops' when they should have. I was also thinking blessed were those who made it through that time of tribulation without getting crucified, murdered, etc etc etc....
