No it's not. It's about exactly who Israel IS. That's WHY Paul started off by saying "They are NOT all Israel who are OF Israel" and"the children of the FLESH these are NOT the children of God"

I believe that that prophecy is NOT about King David of old, David ben Gurion or David Berg. David ( Heb-"beloved") is referring to the one God called 'My BELOVED Son" Jesus Christ.
