Brazil has had a program for alcohol as fuel for cars for years and it is about 15% gasoline. I'd say that program started back in 1985 -- not so new. When I was there the percentage of the fleet of cars running on alcohol was pretty high. I don't remember what it was but...
They make it out of sugar cane. The only problem is that the engines that run on alcohol last a shorter time than gasoline-driven ones.
