Thats another way to look at it, but the whole reason God gave the dream to Nebucadnezzar in the first place was because Daniel was there and God knew Daniel would seek him for the interpretation.
The reason God didnt give the dream to Daniel was because who would listen to him? Neb was the no 1 power on the throne and his dreams carried more weight.
God knew that He would give DAniel the interpretation and the King would accept it. God had to work through who He ordained to be "the powers that be" and Daniel knew he could not usurp
authority from Neb, so they had to play it God's way. Without them both there we would have had nothing.
