(George) In the case of the popes, there's a certain truth to it.
The same goes for political leaders.
Once the new leader takes his "throne" he finds out that nothing works unless he follows certain established procedures and channels.
Examples of leaders who tried to change the situation are John F. Kennedy and Pope John Paul the 1st. They didn't last long.
