The publication of cartoons originally had to do with a children's school book about religion being published. An artist was asked to draw (a nice and decent) drawing of Muhammad as an illustration to a section in the book. The artist did as asked, but chose to remain anonymous out of (a probably misplaced) fear of angry Muslims.
Therefore, the Danish newspaper asked a series of cartoonists if they would draw "their impression" of Muhammad and have it printed - with their names along side the drawings. 12 people reacted positively and drew the now so infamous cartoons.
The article that was written to go with the cartoons states that Muslims living in a democracy with free speech must be ready to let others ridicule and mock them and the things (or persons) they hold dear.
(What a horrible thing to say, by the way!)
