What is he legally able to do? A 14 yr old in the States can not drop out of school. I don't think that, from what you have said previously, he would be receptive to much you might teach him in a home-school program, as you have said he doesn't listen to you in the home too much.
I did some home schooling but only when there was a willingness to learn. We looked for an alternative school at that point. Are there alternative schools? Is he math or science or arts oriented? What have the councilors at school suggested. They were at times, my best advocates. They helped me see the big picture when I was mostly overcome with fear. Often they were able to lay out the different options and help my children see the responsibilities, benefits, difficulties and consequences of those choices.
Would a few years of the real world help him to learn some life lessons, and first of all are you willing to let him be responsible for his decisions? It's really hard to let go, but sometimes we don't get an option.
